But some are fighting back. The governor is facing a recall. Cities in the county are thinking of starting their own health dept, bypassing the County. And some businesses are just saying screw them.

Bad terminology. I would argue that personal responsibility by definition would not be what others tell you to do. Personal responsibility is doing the right thing regardless of what others think. One can argue (falsely) that someone who is being personally responsible is following all rules, I guess, but that is really more civic responsibility.
It only grates because over the last few decades liberals have been all about group think, no individual failures just society failures etc. and conservatives have been about personal responsibility, blame the failure on the people who failed. Libs are again trying to turn ‘personal responsibility’ back on conservatives, but they are only misusing the term. Following every new rule made by people who have never before had authority to make rules is not being personally responsible, it is simply more political correctness. If you don’t follow what the experts Dems pay in the medical field to say(which may or may not be repeated in an illegal order by some politician), you might be civically irresponsible, but you are not being personally irresponsible.
