I sincerely think that this was intentional. The rules for getting so much of this money were so lax and so arbitrary that it appeared designed for fraud and grift. I think politicians didn’t really care because they thought that getting the money into the economy in any fashion was more important. They also winked at friends and supporters to get in on the gravy train. It’s unconscionable.

Of course it was intentional. It was all done in a manner that guaranteed that no significant amount could ever be clawed back. A few symbolic prosecutions of minor players incapable of restitution will be the end of it.
This is SOP for DC. Create a new problem, argue about solutions to the problem, then declare the problem unsolvable and move on. More warm fuzzies all around.

So Penquin believes that the COVID money that provably never went to COVID solving was actually money all meant to go to COVID programs, research, victims, vaccines etc, and just accidentally was used to garner support for Democratic elections across the country.
Of course, he will next say that he never actually said anything of the kind and all the obvious implications of his above statement x2 wasn’t any sort of commentary of his beliefs, just that he wants to discredit and/or belittle Owen.
