This will effectively end air service to many smaller cities. Oh, and how much do you want to bet that government officials and the like traveling on private or government jets will be exempt?
PARIS (Reuters) – French lawmakers voted late on Saturday to abolish domestic flights on routes than can be covered by train in under two-and-a-half hours, as the government seeks to lower carbon emissions even as the air travel industry reels from the global pandemic.

It will end not flights to those cities, it will also damage the hub system as well.
So, those people who lose their flights will have to take a train to a bigger city, hop on a bus or get a taxi to get to the airport if they are travelling further. And then do the same in return.
Do this for a couple of dozen of people per flught, so much carbon do you really save?
Then you might also have add trains.
